The F-35 Lightning II Program, also known as the Joint Strike Fighter Program, is the U.S. Department of Defense’s focal point for defining affordable next generation strike aircraft weapon systems for the Navy, Air Force, Marines and our Allies.  Sabre88 had a dedicated team that provided support to the F-35 Joint Program Office on an IDIQ for services that assist the Business Operations Team in Alexandria, MD.  Sabre88 Performance Program Managers (PPMs) are responsible for analyzing program requirement status budgets and schedules.  Additionally, our team collect, complete, organize and interpret technical data and financial information relating to aircraft acquisition and product programs.

Sabre88’s responsibilities included answering and directing phone inquiries, maintaining message logs, and greeting office visitors. Responsible for scheduling conference room reservations, preparing rooms, and managing conference materials. Sabre88 ensured proper organization and accessibility of documentation, including file retrieval when necessary. Sabre88 handled incoming publications, cataloging, shelving, and inventorying library books and documents, as well as notifying the Regional POC of subscription updates and necessary orders. Sabre88 coordinated with attorneys for document reproduction and assembly, including special reports, and ensures the daily supply of general office equipment.

Sabre88 performed periodic inventory of office supplies and recommended purchases, research and coordinate travel plans and lodging, and compose various types of correspondence accurately. Sabre88 collected, sorted, and distributed correspondence, prepared outgoing mail, and performed data entry for office records. Additional responsibilities included internet searches, phone coverage for other offices, and more. Sabre88 reviewed and distributed incoming mail and faxes, prepared and assembled documents in accordance with court rules, and maintained the filing of court pleadings. Sabre88 conducted searches, assembled, and summarized information, safeguarded sensitive material, and managed library reference materials.

During this contract Sabre88 arranged facility site visits, coordinated with customers and vendors to address recurring service problems, and tracked telecommunication issues. Sabre88’s support for the GSA encompassed IT-service based administrative solutions, procured through the 8(a) STARS II GWAC contract. Sabre88 telecommunication services played a critical role in maintaining local, national, and international networks. Sabre88 employed a robust program management approach to consolidate functions from multiple contracts into one major task order. Sabre88 ensured compliance with on-site terms and conditions, deliverables, cost-control, and regulatory requirements. They successfully managed and maintained compliance with the IDIQ at the Master Contract level, demonstrating their ability to work with stakeholders and deliver excellent service.

They also handle agency forms, answer phones, maintain logs, distribute mail, make copies, and prepare express mail packages. Their support assists the government staff in fulfilling their mission. Additionally, under contract NRC-HQ-12-C-28-0104, Sabre88 performs administrative duties such as managing mail, working with Microsoft applications, providing general administrative support including data entry, filing, and scanning, and offering assistance through phones, emails, and faxes. Similarly, in their ADAMS support contract, Sabre88 received an exceptional rating. Their work product consistently exhibited very high quality with excellent quality control measures. They effectively managed the scanning and data entry volume, ensuring minimal backlogs. They also achieved cost control without any overruns and were commended for their management practices, including regular engagement with the COR for continual improvement. Based on their exceptional performance, the evaluator recommended Sabre88 for similar requirements in the future.

Sabre88 successfully provided administrative support services to the Department of Navy (DON) Human Resources Benefits Contact Center (HRBCC), serving over 207,000 customers with life and health benefit-related issues. As a clearinghouse for benefits-related forms and information, Sabre88 distributed retirement packages, beneficiary forms, and other materials as requested by government employees or staff. They answered phone calls, scanned and verified benefit documents, prepared correspondence, maintained office equipment, coordinated meetings and audiovisual displays, processed incoming mail, purchased office supplies, and implemented technical or procedural changes. With a team of 18 personnel, including subcontractors, Sabre88 efficiently managed the tasks. Their successful execution aligned with the LTASC III statement of work, thanks to their experienced Human Resources team, well-defined hiring processes, robust training program, and supportive work environment. Sabre88’s management plan and organizational structure contributed to their success, ensuring clear division of work, responsibility delegation, and quality control. Overcoming obstacles caused by the COVID-19 pandemic, Sabre88 smoothly transitioned to a remote environment, maintained service continuity, and supported their personnel through improved communication, flexibility, wellness resources, and morale-boosting measures. Sabre88 played a crucial role in ensuring proper logistical support for the warfighter’s mission by participating in the Support Equipment Recommendation Data (SERD) process. The Naval Air Systems Command (NAVAIR) acquires new aircraft, targets, ranges, missiles, avionics systems, engines, armaments, and mine sweeping systems that require Support Equipment (SE) for operational readiness. Sabre88’s Subject Matter Experts recommend SE by submitting SERDs to the Navy for review and approval. Upon Navy approval, contracting actions are initiated to acquire the recommended SE End Items and Integrated Logistic Support (ILS). The approved data is processed through the Support Equipment Management System (SEMS) in an AUTOMATED SERD format. Sabre88’s responsibilities include providing logistical provisioning, recommending and processing Support Equipment Changes (SECs), staying informed about Design Change Notices (DCNs), processing a significant number of SERDs annually, consulting with stakeholders on Aircraft Weapons System Maintenance, interpreting engineering drawings and equipment manuals, coordinating with the Logistic Element Manager (LEM), maintaining the Acquisition Planning and Execution (APEX) database, generating detailed reports on completed SERD-related Logistic Support Projects, and ensuring the protection of information integrity and safety.

Sabre88’s efforts involve an extensive development plan aimed at creating 1-2.5-hour training sessions of the following topics: Request for Proposals, Quotes, etc. utilizing:  FAR Part 15; Best Value Tradeoff Analysis, Performing and Documenting Price and Cost Analysis, Assisting the customer with identifying source selection criteria/ discriminators based on the requirements, Fundamentals of the  acquisition of IT supplies and services and Agile Software Development, Contract Administration for CORs and KOs, Conducting and documenting Past Performance Evaluations, Under FAR Part 15, Conducting Debriefings, Clarifications vs. Discussions,  Best Practices for Avoiding Protests, Determinations & Findings, Processing requirements  using authorities for other than full and open competition outlined in FAR Parts 6, 8, and  16 and posting requirements. These training sessions were created to target USCG contracting personnel evaluation outcomes and improve contracting processes with internal workforce, while tailoring courses to USCG specific requirements.
