Senate Panel Hearing with President Obama SBA Nominee Maria Contreras-Sweet

A year after the search began, the Senate has taken the next step toward filling the opening at the top of the Small Business Administration (SBA) by holding its nomination hearing for Maria Contreras-Sweet.

During the hearing on Wednesday February 12, 2014 with member of the Senate Small Business and Entrepreneurship Committee, Contreras-Sweet, leaned heavily on her public and private sector experience as she vowed to use her post to help entrepreneurs achieve access to more capital, and secure more government contracts.

One area of concern for policymakers is whether small businesses have sufficient access to credit. Growing firms need capital, but smaller firms may have a harder time obtaining loans if they have less of a credit history. Lenders may also be reluctant to lend to small and relatively young firms based on the inability to accurately gauge the potential for the success. These factors are cited by policymakers to justify government intervention in credit markets that assist small businesses. Policymakers argue that market-driven lending denies credit to worthy small businesses, and so they have tasked the Small Business Administration with correcting this market failure.

Originally from Guadalajara, Mexico, Contreras-Sweet immigrated to the United States when she was 5 years old. She has made a point of working closely with Hispanic businesses and other minority groups that have been underserved by private investors and traditional bank lenders. She served as California’s Secretary of the states Business, Transportation and Housing Agency before founding ProAmerica Bank, a certified SBA lender specializing in commercial loans to small and mid-sized companies. By total assets, ProAmerica ranks 3,779th out of 6,900 American banks, according to data from the Federal Deposit Insurance Corporation, with real estate loans constituting about 81 percent of its portfolio. What the F.D.I.C. classifies as small-business loans those under $1 million make up 15 percent. But these figures are misleading because the bank often makes a business loan using real estate as collateral, which the government tallies as a real estate loan. By the banks own accounting, 30 percent of its loans are business loans, and they average about $500,000 with about 62 percent of the banks lending to minorities.

Ms. Contreras-Sweet is also familiar with the S.B.A.’s counseling programs. At her insistence, ProAmerica Bank has teamed up with the Small Business Development Center at Santa Monica College, which is partly financed by the S.B.A. A loan officer at the bank teaches both at the center’s workshops for entrepreneurs a few times a year, and the bank sponsored workshops for its own clients several times. In both 2011 and 2012 the bank contributed $5,000 to the Small Business Development Center’s budget.

Many in the banking industry said her experience at ProAmerica should not be discounted. It’s been frustrating that there hasn’t been an S.B.A. administrator with banking experience for a very long time that I can recall, Mr. Winick at Clark Street Capital said. Getting somebody who has real-world banking experience and real-world S.B.A. experience is a big change for the agency.

Sabre88, LLC Facilitates Study Tour of the Capitol for Over 10 years

Washington, D.C. May 22 – May 23, 2013  For the 10th consecutive year, global consulting firm, Sabre88 continued its longstanding relationship with the New Jersey Institute of Technology in facilitating the school’s annual Washington D.C. Study tour. This year a group of excited students from the university’s Dorman Honors College walked away with a first-hand take on the inner-workings of the U.S. government and explored a range of professional fields in the executive and legislative branches.

After a brief, early morning tour of the Lincoln Memorial, the students were whisked away on a two-day adventure meeting representatives from agencies including the Federal Aviation Administration and the Department of Housing and Urban Development who would brief the students on developments in their respective agencies while also painting a picture of the effect they would have on their daily lives. During their day on Capitol Hill, NJIT students were able to sit down and speak with Representatives from both sides of the aisle including: Rep. Donna Christen Christensen, Rep. Donald Payne, Jr., Rep. Jon Runyan, and Rep. Frank Pallone as well as research assistant from the office of Senator Tim Johnson.

Sabre88, LLC Awarded Nuclear Regulatory Commission Contract in Region III

 

Newark, New Jersey, April 15, 2013 Sabre88, LLC has been awarded a contract to provide Administrative Support Services to the U.S. Nuclear Regulatory Commission (NRC) in Region III headquartered in Lisle, Illinois. Sabre88 is responsible for providing the management, supervision, benefits, employment, termination, oversight, and assignment of all personnel to perform requirements set forth in the contract.

Sabre88 will primarily be responsible for general typing using word processing equipment or other automated systems. Sabre88 will be required to produce letters, reports, memoranda and other documents of a technical and non-technical nature. They will also ensure that all documents are proofread, grammatically correct, and complete. Sabre88 will maintain a tracking system either manually or by utilizing an existing automated systems for tracking the status of controlled correspondence or action office items within the assigned Region III office.

Sabre88 will also serve as receptionist to the office assigned. The duties will include receiving telephone calls and visitors, making appointments for staff, and personally responding to inquiries of a routine nature involving non-technical information. Sabre88 will also arrange conferences and/or meetings for the staff and make necessary arrangements for conference rooms, audiovisual equipment, or other materials required. Sabre88 will also prepare travel itineraries and make necessary travel arrangements for official travel, prepare vouchers, trip reports, etc as required by each traveler.

The Sabre88 will also establish, maintain or revise an adequate filing system for the office and dispose of records in accordance with an approved records disposition schedule. Sabre88 will also provide other needed support to the office staff scheduling appointments, disseminating mail, maintaining office supplies and forms copying.Sabre88 will be responsible for monitoring time and attendance for the employees and will perform electronic processing profiling and filing of documents using the Agencywide Document Management System (ADAMS).

Sabre88, LLC awarded contract with GSA Network Services Financial Services Center (NS FSC)

Newark, New Jersey, April 1, 2013  Sabre88 wins contract award with the Network Services Financial Services Center (NS FSC). Sabre88 shall be responsible for support activities necessary to assist and support GSA Network Services within the financial billing system used for contract/inventory management and customer billing. The contract is set to begin its period of performance April 1, 2013 with four option years. Sabre88 is proud of this achievement which was an 8(a) sole source contract award. CEO Robert Cottingham stated. Having received 8(a) certification in August of 2011, Sabre88 is proud to demonstrate the capabilities of Small 8(a) businesses focused on customer service.

Under this contract Sabre88 is responsible for support activities necessary to assist and support Region IV GSA Network Services within the financial billing system used for contract/inventory management and customer billing. Sabre88 is providing accurate data entry into the Telecommunications Ordering and Pricing System (TOPS) with validation from government personnel and shall develop/work with data in the Microsoft Office Suite, including Microsoft Excel. This includes financial data entry, data control, operations documentation, and monitoring and improving procedures.

Sabre88 will receive and review input and output data (billing documents, spreadsheets, faxes, email documents) which includes an analysis of system input data to determine applicability to customer/user requirements. Sabre88 personnel will also collect, merge, research, update, integrate, and migrate data.

Sabre88 Founder and CEO wins NCAA Silver Award

NCAA Silver Award

Grapevine Texas, January 18, 2013– Sabre88 Chairman and CEO Robert Cottingham received the NCAA’s Sliver Anniversary Award for the class of 2013. The Silver Anniversary Awards are given out annually and recognizes up to six student-athletes on the 25th anniversary following the conclusion of their collegiate careers.

Cottingham, one of the most decorated fencers in program history, was a four-time Ivy League and All-American in men’s sabre. He compiled an impressive record of 108-11 for an astounding .907 winning percentage. He is the 23rd former Ivy Leaguer to be bestowed with this honor.

While serving as a team captain during his junior and senior seasons, Cottingham led the Lions to back-to-back NCAA Championships. He was named NCAA Fencer of the Year in 1988 after earning an individual title in addition to the team’s championship.

Following graduation, Cottingham went on to compete for the US National team at the 1988 and 1992 Olympic Games. He later was a member of the executive committee of the United States Fencing Association.

Cottingham also is a key supporter of the Peter Westbrook Foundation, a nonprofit organization that uses fencing to enrich the lives of New York City youth.

Fellow 2013 NCAA Silver Anniversary recipients include Dylann Duncan Ceriani (BYU – Volleyball), Gail Devers (UCLA – Track & Field), Chad Hennings (Air Force – Football), Keith Jackson (Oklahoma – Football) andPatrick McEnroe (Stanford – Tennis).

SABRE88, LLC Awarded Second Nuclear Regulatory Commission Contract

Newark, New Jersey, September 28, 2012  Sabre88, a global consulting firm, has been awarded a contract to provide information resources and administrative support services with the United States Nuclear Regulatory Commission (NRC). The contract would be the firm’s second commitment to provide support for the NRC awarded within the past 2 weeks.

Sabre88 staff will provide the NRC with help desk computer support by fielding customer requests seeking guidance in computer technical problems. They will field all customer queries and provide primary level IT service through the use of a database of previous calls and resolutions. Sabre88 Wins Nuclear Regulatory Commission Award

Sabre88, LLC Facilitates NJIT Study Tour

Washington, D.C., May 16, 2012 – May 17, 2012 – Sabre88, LLC facilitated an annual Washington, D.C. Study Tour for students of New Jersey Institute of Technology Dorman Honors College.

The purpose of the Study Tour was to expose students to the federal policymaking process and help them explore a range of professional fields in both the executive and legislative branches of government.

The Honors College students visited the Department of Homeland Security, The Japan-US Friendship Commission(JUSFC), and Capitol Hill. Paige Cottingham-Streater, Executive Director of JUSFC, discussed building better relations between the United States and Japan. While Peter Edge, Deputy Associate Director for Homeland Security Investigations, discussed visas and securing United States borders. On Capitol Hill, the students met with Representatives Leonard Lance, Rush Holt and Gwen Moore, Senators Robert Menendez and Frank Lautenberg and the Energy Committee staff of Senator Lisa Murkowski. During their visits, the students gained insight on the career functions of the Representatives and Senators including how they got to Congress and learned more about their respective Committees in Energy and Commerce, Natural Resources, Education and the Workforce, Budget and Financial Services, Homeland Security, Government Affairs, and Armed Services. The students also were briefed by the Members personal staff where they were provided a picture of what their day to day lives consist of. Additionally, the students learned that there is a role their backgrounds play in both the executive branch as well as the legislative branch.
